Loyalist means they tend to vote with you, especially if the law doesn't hurt them. Free investiture gets you negative relations with the pope, which hurts them directly. There are factors that affect ai votes on the various laws (i.e maybe 1-2 of them like the pope more than they like you and that affects their investiture vote).
